October 1, 2022 JOB DESCRIPTION Summary/Objective The Service Compliance Coordinator is a position within the Planning and Grants Department, which administers the East Central Illinois Area Agency on Aging's grant programs.
The Coordinator assists with the department's planning and grants-management activities and monitors programs/services funded or administered by the Agency.
Essential Functions Lead:
Performs grants management activities including:
Reviewing grant applications.
Developing agreements and contracts with service providers to perform grant-approved activities.
Monitoring the implementation of Agency-funded services including:
Reviewing program and fiscal reports, including requests for monthly cash disbursements, from Agency-funded service providers.
Developing and maintaining records on each Agency-funded service provider that includes correspondence, POMP surveys, programmatic and fiscal reports, and entering the information into the Agency's data base.
Monitoring the programmatic and financial activities of Agency-funded service providers for accuracy and compliance with Agency, State, and Federal laws, rules, regulations, and requirements.
Evaluating the performance of Agency-funded service providers through the review of their reports and client-satisfaction surveys, including the POMP survey.
Interpreting and communicating the policies, rules and regulations governing Agency-funded service providers.
Applying for grants and contracts to support Evidence Based/Healthy Aging programs and practices.
Reviewing the status of service providers with the Planning and Grants Manager.
Assisting the Planning and Grants Manager in conducting surveys and collecting information for reports to the Illinois Department on Aging and other regulatory agencies as assigned.
Assisting professional evaluators in the collection and analyzation of data.
Assisting the Grants Management Program Analyst in conducting the Agency's activities for the Illinois Department on Aging's Adult Protective Services Program as assigned.
Implementing and assessing Comprehensive Care Coordination and Long-Term Care Systems Development activities.
Monitor respite funded at CCU level - subject to mid-year, and year-end administrative compliance reviews, as assigned.
Safeguard the Agency against waste, fraud, and abuse.
Advocacy:
Assisting in the Agency's needs assessment process by organizing community-based meetings and activities involving older adults, persons with disabilities, and caregivers in identifying their needs, available services/resources, and gaps in services Assisting the Planning and Grants Manager in the development of the Agency's Area Plan for the coordination and delivery of services to older adults, persons with disabilities, and their caregivers.
Assisting the Planning and Grants Manager in conducting Public Hearings to present and solicit feedback on the Agency's proposed Area Plan for the coordination and delivery of services to older adults, persons with disabilities, and their caregivers.
Innovate:
Monitoring the implementation and collaboration of Statewide and Local Initiatives including Reducing Social Isolation and Evidence Based/Healthy Aging Programs and Practices with Agency-funded services.
Development of training resourcesas proactive support for service providers Collaborate:
Attending community-based interagency, planning, and program development meetings to provide technical assistance and represent the Agency in coordinating programs and services for older adults, persons with disabilities, and their caregivers.
Coordinating or providing technical assistance, training, and/or other activities for service providers that are deemed 'high-risk' or out of compliance.

Work Environment (Office and Remote Setting) This job operates in a professional Drug-Free Workplace office environment.
This role routinely uses standard office equipment such as computers, telephones, and photocopiers.
Frequent near vision use for reading and computer work.
Typical office hours are Monday-Friday, 8:
00 am- 4:
00pm, but the job requires evening and weekend availability as the workload dictates.
Travel This position requires travel within 16 county service area, including travel to training and meetings outside of service area of East Central Illinois.
Required Education and Experience A Bachelor's Degree in a Human Services field.
At least three-years of grant writing or grants management, and community-based program experience.
Experience developing community services, including conducting needs assessments and identifying resources to meet the needs of the service population.
Knowledge and experience in conducting surveys and data analysis.
Knowledge and experience with accounting principles and practices.
Ability to work with community, State, and Federal service agencies; interest and ability to understand the needs of older adults and to work toward meeting those needs.
Ability to learn the Agency's Information Systems.
Strong communication and training skills.
Ability to carry out responsibilities with self-initiative and work under general supervision.
Ability to exercise critical thinking, analysis, and evaluation.
Experience with software programs, e-mail, and web-based systems and ability to learn the Agency's Information Systems.
Ability to exercise confidentiality regarding programmatic and client information and other business documents.
Preferred Education and Experience Knowledge and experience with Microsoft Office and Outlook.
Additional Eligibility Qualifications Valid driver's license is required.
Availability to travel for day/evening meetings and weekend events, including training and professional development.
Passage of criminal background investigation.
Work Authorization/Security Clearance Subject to the Older Americans Act, as amended, and the requirements of the merit employment system, preference shall be given to individuals age 60 or older for any staff positions in the Agency (excluding sub-grantees and contractors) for which such individuals qualify.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
