SECURITY SPECIALIST (Title 5)

As a SECURITY SPECIALIST (Title 5), GS-0080-9, you will serve as a Special Security Representative (SSR) in support of the Special Security Officer (SSO). Implement policies and procedures required to manage sensitive compartmented information (SCI) programs and to protect SCI resources. Function as a technical specialist on all sensitive compartmented information (SCI) security matters as well as other areas of classified security and classification guidance. Maintain currency on a variety of different security program interrelationships, requirements, regulations, and guidance in order to protect Sensitive Compartmented Information Facilities (SCIFs) and materials from espionage, sabotage, and destruction. Implement policies and procedures for accomplishment of sensitive compartmented information (SCI) protection and security. Research, interpret, analyze, and apply a wide variety of manuals, instructions, and local operating instructions with regards to assigned security responsibilities. Control all collateral and sensitive compartmented information (SCI) classified information and material within Sensitive Compartmented Information Facilities (SCIFs) affecting an organization's mission. Ensure Sensitive Compartmented Information Facilities (SCIFs) comply with all applicable construction and physical requirements, standards, and regulations as delineated by higher headquarters. Implement a sensitive compartmented information (SCI) security clearance program for all assigned personnel, ensuring all required clearances are up-to-date and completed. Track and administer sensitive compartmented information (SCI) clearances for all in-processing personnel to ensure mission readiness. Terminate or transfer sensitive compartmented information (SCI) clearance for out-processing personnel. Provide Special Security Officer (SSO) services for other units located within the same geographic area. Meet key customers to assess customer satisfaction and resolve problems that arise. Ensure that subordinates provide customer guidance and training. Provide oversight of Special Security Officer (SSO) security self-inspections and present detailed and comprehensive reports with corrective action taken to the unit intelligence commander. Follow up to ensure complete and quality resolution of discrepancies. Assess and revise policies and procedures to improve their quality, timeliness, and efficiency. Provide detailed research and analysis on physical, information, computer, and personnel security. Perform day-to-day operational duties within the Sensitive Compartmented Information Facilities (SCIF) in support of all sensitive compartmented information (SCI) associated security programs and measures. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:

Experience:
GS-09 Level - Must have at least one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
providing detailed research and analysis on physical, information, computer, and personnel security; implementing policies and procedures required to manage sensitive compartmented information programs and resources; ensuring that Sensitive Compartmented Information Facilities comply with all applicable requirements, standards, and regulations; ensuring that all required clearances are up-to-date and completed; and implementing a sensitive compartmented information security clearance program. This definition of specialized experience is typical of work performed at the GS-07 grade/level position or equivalent in the federal service. OR EDUCATION:

To qualify based on education for the GS-09 level, you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. Experience:
You may meet the qualifications requirement for this position by combining your specialized experience and appropriate graduate level education according to the following formula:
(a) your total months of full time specialized experience as a percentage of a 12 month total; PLUS (b) your total number of qualifying graduate semester or quarter hours as a percentage of one year of graduate study. The total of the two percentages must equal at least 100 percent. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
